Le Permis Rostechnadzor RTN

An operating permit is required for certain types of technical devices, including those made by foreign companies, used at hazardous production facilities located on the territory of the Russian Federation. This permit is issued by the Federal Service for Ecology, Technology and Nuclear Supervision (abbreviated – Rostechnadzor).

The order and conditions for the issue of an operating permit are established by the "Regulation of the order of the operating permit issue for technical devices used at hazardous production facilities".

This Regulation should be strictly followed by all legal entities, regardless of their proprietary form. That applies to the entities that design, assemble, arrange, maintain, and repair the mentioned devices or use hazardous production facilities.

Operating permit is valid throughout the Russian Federation territory.

Industrial Safety Expertise - evaluation of compliance of the object of expertise with the requirements of industrial safety applicable to it, the result of which is the Expert conclusion.

Expert Conclusion – is a document, containing valid conclusions with regard to correspondence or non correspondence of the object of the expertise to industrial safety requirements, necessary upon receipt of permission for application of FSETAS (the present permission is endowed with recommendation character in the legislation, but in accordance with the common practice the regulatory bodies require obligatory receipt of such conclusion).

Expert Organization – is an organization, possessing a license of FSETAS of the Russian Federation for performance of industrial safety expert review in accordance with the applicable legislation.

Technical Passport

Larger items of equipment require a "Technical Passport" in addition to a Permit.

This is a log-book which accompanies the equipment and contains operating and maintenance instructions together with pre-formatted pages for maintenance records.

While the final arbiter of the content of the Technical Passport is RTN, the exporter should plan to include:

  • G. A. Drawing (s)
  • Design calculation
  • Basis of the design (standards and specifications)
  • Materials of Construction list
  • Operation and Maintenance manuals
  • Weld procedures
  • Instructions, relating to handling any hazardous materials used in the equipment plus any other safety information.
  • Maintenance records section
  • Spare Parts List
  • List of vessel parts and material
  • Drawings with indications of main dimensions
  • Calculation note
  • Non- destruction Testing
  • Installation and operation manual
